Mr. Paul Hillier has over 30 years of Facilities Management experience in the UK (5yrs.), the Far East (14yrs.), and presently in the UAE (14yrs.). Projects involved in UK – A leading University Teaching Hospital – 2,000 beds, 2 other general hospitals, 2 Mental Hospitals, Polyclinics & Health Centers. Projects involved in Singapore – Gleneagles, Mount Elizabeth and East Shore Hospitals in Singapore within the Parkway Group. Projects involved in UAE – Dubai Healthcare City, Internet City, Media City, Knowledge Village, ADNOC New HQ in Abu Dhabi, EXPO 2020, Evaluation of Abu Dhabi Health Authority FM Contracts.

Expert in the formulation of structured FM “Start Up” Business Plans, Asset Management & Integrated Facilities Management operations. Evaluation and re-structuring the FM side of any business to ensure that all key methods, policies, procedures and processes are in place. Writing new Standard Operating Procedures (SOP’s) where required. Creation of FM audit Dashboards to closely monitor all FM Operations to measure performance. Can assist with Life Cycle Costing and Energy Optimisation.

Liaising with Owners Association (OA) Boards/management concerning Building Audit, value for money analysis of existing sub-contracts, Preparation of FM budgets, Full condition survey/audit of buildings. Writing new tender specifications where required, Screening and selection of suitable FM service providers for tender purposes, Bid evaluation, and finally, the supervision and monitoring of their work through a team of Community and Building managers.

Mr. Paul Hillier holds a BSc Degree in Building Management & Construction from Brixton School of Building, UK.
